Begging for "Smokes" and "Water"

This man was begging passing motorist for money for "food, H2O, wood and Smokes." The items that he wanted were written in what appeared to be a Sharpie on his stomach and chest. Some of the words did not make sense. One of the items written on his chest read, "SEPLEQ," which is not a real word.
